By default, only the users with admin role will have access to all the videos in a workspace. But if you want to give the same access to other users with standard role, then follow the steps below.
Go to Settings -> Roles

Click on the 3-dot for Standard role and click on edit.

In the sidepane, check the "View workspace wide recordings" and click on save.
